HESCO (Himalayan Environmental Studies and Conservation Organization)
Inspite of the fact that there have been many avenues created for helping farmers of the country, could not yet gain desirable results. Dissatisfaction, resentment and disappointment mount farmers. This has been more severe in recent Past, Which led to various expression in the form of suicidal cases and others. Government sympathy and sincerity can not be denied but lack of strategic approach still deprives farmers from various schemes poured for their welfare.

This has also been recently realized that grave status of farmers does not leave them alone for suffering but to every common person ultimately becoming victim.

There are three major factors that decide farming fate. Farming services, Bank role and price determination for farm return. Unfortunately all three inputs are acting in isolation and are most of the time out of reach of marginal and small farmers. Since the number of small farmers is significant and can not be ignored in overall productivity of country an effective mechanism will have to be developed.

A single window that can cater farmers frame input / output needs is of utmost importance. We are now forced to take strategic steps, as global food threat is becoming most important concern of common.

Need of a Kisan Bank is voicing up as major demand. this in the opinion of farmers would be a single window for all kind of farm service.

A Kisan Bank will have following features:
This would be a single window for all kind of farm input.

Knowledge, seed sourcing and other services will be accessible through the bank.

Bank will not limit its services as financing institute but would be in close partnership with farmers.

Any financial support lento farmers will be returned not in form of case but in the form of farm commodities. This would save farmers from falling into victim of vicious market circle.

Return of the loan will be on the basis of produce but in case farmers prefer to return in case will not be denied but in that case with nominal interest.

Bank will realize its interest out of selling farm produce to the open market or other better mechanism.

Bank will also explore value addition of farm produce within its ambit. This would fetch better prices as well would attract farmers future generation in farm sector.

Bank will be a equal stakeholder with farmers in his ventures. The Bank will share the loss due to any mishap as well profit in amenable situation.

In case of crop failure for any reason, bank will not be entitled to force recovery but will explore other possibilities to empower farm community to return the same. A relief period, effective next cropping, choice of crop insurance and cover through earlier profit can be some alternative.

Kisan Bank will also facilitate farmers to obtain crop / produce insurance policies to cover crop loss, marginal and small farmers are otherwise don't have access to it.

Agri-institute or present agri public services will also be tied up with bank to provide related knowledge and backup services.

The Bank will also source quality seed from development agencies and will ensure its access to common both by multiplication and dissemination.

A farmers services center will also be the part of the bank to avail marginal and small farmers equipments in nominal hire charges that can be recovered at the time of crop harvest.

The idea of the bank has solely conceived from Kisan - Mahajan age old relationship. This except exploitation by charging higher interest by later, other - wise has been effectively working today. Mahajan not used to give loan only but also other service and in place charged farmers for such services.

In many instances and very often Mahajan's are paid grain/ produces by farmers, who besides interest is also benefited with selling farm produce in higher prices.

The age-old relationship of Kisan - Mahajan give and take can be reviewed in present context. A Bank can play role of Mahajan but with mutual interest.
