Denied Villages

Schedule cast community occupies mainly low position. They inhabit border areas or are settled in isolated position within the community as low caste. This community because of the poor caste face social and economical isolation and are deprived of many development advantages.

Moreover, there are many underlying strength of these communities. They are skilled communities. The main occupation has been Carpentry, Blacksmith, Masonry etc. A rough estimate reveal that they are about 12-14% of total population of the mountain in Western Himalayas. This community has their own culture which is expressed in their food, fodder, fuel, fruits and other daily activities but total behavior of the community essentially revolves around local resources. Thus resource become their immediate source of livelihood and future.

This community has different type of basic knowledge, linguistics and capacity, so separate strategic approach need to develop for the community. However, their dependence on resources for their livelihood is immense. This is quite possible that SC villages developed by utilizing the available resources. The whole strategy of development of SC village will revolve around following facts.

Neglected community
Deprived of common facilities
Multiskilled

The multiskilled nature of the community can be instrumental in overall development. Their upgraded skill can be utilized initially for their own benefit and simultaneously for others also.

Resource village of SC will be useful as community institution for demonstration and training. It is a fact that community to community transfer will be an innovative and effective mechanism.

Issue:-
There is no paradigm that can become a follow charter for development of SC communities. These issues identified are either not well acknowledged by planners or not precisely addressed for implementation. The main reason attributed to this difference is poor understanding of this community. Such an intricacies can be easily understood by devising overall development i.e. social ecological and economical issues of this community. This is only possible when total development strategies of this community are worked out. An integrated development of village, dominated with such community will not only throw light on prevalent issues but also help to find answer.

Moreover this would also tend to find out problems of SC community related to coastal, arid and mountain zones separately. We presently do not have any clear separate approach for this community which definitely varies with agro- climatic zones.

Impact:
Village which covers the important major issues of a particular community can become a source of total knowledge of problems and possible solution. This is more important in case of social and economically deprived community. This can also become source of identification of priority and their local solutions. Such village will help in meeting total community needs and as well new possible ways to meet them and ultimately become an example for larger replications.

The major impact of such initiative will be mainly to cater practical and strategic needs of the community. This will help planners a long term strategy for this community which hitherto is not well addressed.
Quantification of impact of this initiative will largely emerge only after intervention, however some possible indicators will be as follows-

Fuel fodder
Potable and irrigation water

Strategic needs:-
Livelihood improvement in community
Contract farming system
Local resource as new source of livelihood
Skill upgradation for better output

Wisdom:-
Harsh living and environment ultimately develop innovation, is a fact of human nature. We do not have any inventory of such wisdom for this community which they develop in local circumstances and conditions. This would be one great achievement of such initiative.



Women's Village
It is time true that women is ultimate answer to all rural development issue. It is fact that in case of rural India, woman are involved in day to day's daily chore as they are the true population of rural India and eventually are suffering from all kind of problems also. In issues of potable water, fodder, fuel, agriculture, horticulture or any other rural activities women are ahead of men. Despite, their any in total planning is almost forbidden/denied. There are many reasons of such discrepancy. Male dominance, in exposure of women, under deny that a village prevalent with Women's concern is found near saturation. The reason is obvious. Women priorities revolve around and thus improving overall ecological/economical environment of the village. There must be an effort where all village development issue should be chalked out and implemented by women. It does not mean, by passing the male but with assistanc, women thrust and priority should be placed above. The back up strategies like moral education and S & T support should be the responsibility of some organizations. While working with such village following assumption can be made that how women will decide her priority in different rural sector.

Women are said to be first to agriculture, which became universal phenomenon and it is why even today women are main workers. In order to meet immediate need particularly during on her family way or after care of children's, she decided to domesticate food instead of hunt, a social security step. Men interest in agriculture only came very late when it became agricommerce. Women normally prefer right crop selection, value addition and choose more eco-friendly and old practices mainly because their inclination intact to their tradition. The women should be motivated to form agriculture plan, which probably will revolve lacal consumption first and commercial secondly.

When the farmers are women, the tools for agriculture practices are feminine in nature. Since most of the artisans are male, their tools are made in accordingly, Women will prefer to have tools that can be easily handled and repaired.

In Horiculture if women are involved seriously, will promote vegetables and fruits. They would manage to grow horticulture and on huge production, they will prefer to store, process and market the same. This is necessary to found out that how women propose to put it in case of promotion of horticulture in villages

Health and sanitation is important area. Women since are majority in rural areas are ultimate suffers of poor facilities. Their concern to this issue is very well addressed within their circumstances. Any new intervention would be immediately accepted by women and will prefer to solve the problem if support is ensured.

Fodders, Fuel, Animal husbandry are women's areas of immediate responsibility. It is the women's job but man takes many a decision regarding this management. Animal type, fodder/fuel, cooking stoves etc. are few important areas where the women decision will be more conducive than the man while developing a woman village; this would be preferably an important issue.

Housing/ construction
is growing issue in the villages. Rural housing is an important issue, which is mostly dominated by male. Rural poor house and its different facts will be decided by the woman who will give more cultural and ethnic values to house for socio-ecological and regional representation.

Livelihood is one area where women can be empowered. This is true that women always prefer their livelihood source around resources they govern and control. The village will always promote livelihood for women out of their resource availability and strength. The women village will have it unique features, which will isolate it from others. The important strategy will involve following steps.

Discussion with women on different Development issues mainly Agri-hortilivelihood etc.
Decision on Women's contribution and outside assistance required.
Fixing priority and implementations.

Jatowala: The Women's Village
The village Jatowala is a typical women dominated village. There are about 10 families in the village belonging to following Mohamadans, Boxas, Jhingran Classes etc. The total population is near 100. The village is located in Block Vikasnagar of district Dehradun. It is about 20 Km. away from Dehradun towards Himachal Pradesh.The village is deprived of many facilities and women are unfortunately ultimate sufferer. The majority of the facilities here. The actue scarcity of potable water have shake the village. There is no electricity in the village. The community lacks all major facilities entail by other villages around. This is a typical village. The houses are mud houses with green roof. No sanitary facilities like, Toilet, Bathroom etc. are available. It is a village facing total negligence from all development agencies. The exercise with village has revealed that women can be motivated to take up challenge to develop their village as their counterparts are away from the village in search of job. Following area of intervention is proposed.

Rural Electrification:
The village is electrified through solar diode. Each family is given the system besides arrangements for streetlight will also be done.

Rural Sanitation:
Toilets/Bathroom and soak pits will be constructed with the decision and part contribution of the women

Animal Husbandry:
Since there is no agricultural land, animal husbandry can be a strong option. Poultry, Goatry, Bee keeping will be encouraged besides Buffalo and Cows.

Water Management:
Since water is the major problem, three steps will be taken up to manage water head
Installation of hand pumps
Rain water harvesting
Water filter

Agri-Horti:
This can also planned with in the small piece of land the village women have got. Since such situation is typically available everywhere, such an experiment will be useful.

There will be couple of livelihood support programme to enable women to earn additionally through processing of available local resources. The main beings are

Development Education A Joint Initiative
India's present status is relatively promising as compared to other under development countries. The future seems to be not dismaying, as progress from different development indicators is satisfying. Inspite of this, rural India still lags behind in this race of development. Most of the planners are unaware of this fact that lack of decentralize planning have been depriving rural India its share of prosperity. This can only be brought through two ways, planner's exposure to real India or an education to children that can help future of this country.

Practical involvement of children as an exposure to rural parts towards development will have several advantage. This would develop rural knowledge base, understanding rural intricacies, rural development strategies and future India-Prosperity of rural areas.

This is quite possible when school adopt some village for its Integrated development within its resources, essentially with the children's involvement. Such village will be unique by its various virtues. Children's participation in village development, like, village road, low cost sanitation, backyard farming, value in local resources and education to upcoming children of the village. The above parameters will have several impacts. Where on one hand this would appraise children with real rural problems and their possible solution and at the same time community can be empowered to harvest benefit from this.

This would also help planners to understand the fact that practical part of the education is equally important. Such initiative will also encourage other institutions to adopt villages and thus a major achievement can be gained, which hitherto lack from our system. With this in view I propose "Village adoption" for multiple inputs. HESCO; DOON School and community can start a joint mission of village overall improvement with one target of education development. DOON School children and management will contribute in the form of Human Resource, Skill, Partial financial support and HESCO will contribute in the form in Technology planning and partial financial input. Community will part as planner's labour and a platform for such mission.

Duration
The project must be for five years and essentially for three years.

Location
The site for such Joint Venture will be located in the suburb of Dehradun town for frequent and easy approach. This would be within 20 Kms. of the town. Underdeveloped, deprived and poor community will be selected for the project.

Student Involvement
Student will be involvement in all steps of village development. Their immediate involvement will be in drawing Demographical Socio-economical planning through base line survey. Following activities will be depending upon priorities emerging through status survey. One priority will be villagers and second will depend upon what planners decide important for villagers. Five years plan will bring a root change in the village.

Community structure created will be used mainly for student shelter for their periodical visit. This will be well equipped for such purpose. Students will visit the village on Saturday, Sunday or in holidays with their Teacher as per their convenience. Students will be involved in all activities both to get knowledge and feel pride.

Impact
Following Impacts are anticipated from joint inputs:-

An integrated rural model.
An example, for other Schools to follow and greater impact envisages as large number of schools adopting villages for integrated development.
Student training on rural development strategies.
Resources and technology exposure of students.
Understanding of market strategy.
Future planners being trained on understanding rural strategy of development and ultimately many villages will have opportunity of development through institutional and community support

Support
This will be joint initiative of Doon School, HESCO and community and the School will be major credit in this initiative. Approximately Rs. 1.00 Lakh will be spent every year in the task for five years. Doon School will have to contribute Rs. 50,000 per year. HESCO will also arrangement rest Rs. 50,000. Community contribution will be in the form of labour.
